The barracks Jeanne d'Arc is located at Rouen, east of downtown.
It was built from 1776 by decision of the Steward of the Generalitat of the city, Louis Thiroux de Crosne, then located on a space outside the walls, referred to as the Pre aux Loups (now the building overlooks the boulevard Gambetta).
The vast barracks has an architectural style consistent with the fashion of the time, with the front two buildings connected by a central building on three levels. It is decorated with a triangular pediment and observed that the arms of France, the king's name and the date of construction were carved there.
Several regiments are housed in barracks throughout the nineteenth century and the first half of the twentieth century.
At the Liberation the site becomes a training center for young recruits.
Acquired by the city in 1968, the old barracks houses administrative services (taxes, customs) and in 1984, the Regional Council of Haute-Normandie and settles on this occasion, the building was renovated and extended west side a glass and steel structure (destroyed in 2000) before a new extension in 2004 doubling the facade via a contemporary construction.
Since the territorial reform of 2015, the headquarters of the new Normandy region was set at Caen, the former Rouen Joan of Arc Barracks became a branch of the Regional Council. However, the plenary assembly are still required and the administrative services of the community are housed there.
