TOWN PRESENTATION
  • His riches:
  • A rich geographical ... Only 19 km from Paris, the city of Savigny-sur-Orge, rocked by Barley and Yvette, retains a rural charm maintained by the suburban fabric. However, between A6 and National 7, it has all the means of transport suitable for a city of nearly 40,000 inhabitants.
  • The next step is a rich history, with famous people who crossed the city over the centuries and which, for some, have left their mark. There are a few gems whose most striking example is the castle, now owned by National Education.
  • This is also a rich heritage, with public facilities that have expanded over time. The city has 17 schools, three crèches, five gyms, a museum, a music conservatory, parks, homes for the elderly and disabled, a village hall ...
  • This is last but not least a human wealth. Thanks to the convenience store that characterizes the city and a network of associations of incredible density, the Savinien know each other and the town draws a social mix and feel rare for a city of this size.
  • What are all these elements combined to explain the attachment worn by Savinien their city.
  • Formerly a humble village ...
  • Fourth city in the Essonne, Savigny is now a fully urbanized municipality whose population has changed little in 20 years. Today, only vestiges of the past are the old Savigny, which has retained its village character, and the castle. Other advantages of the city, it is the hills and the plateau, two very suburban neighborhoods.
  • "The city covers a dual membership with the old geographical Savigny, along the Barley, and Plateau, on the heights of the territory," said Annie Deprince, head of archives and documentation of the City of Savigny . Until 1920, Savigny is a humble village built along the Barley, away from the castle and its tower and lost in the fields and woods of Hurepoix. King Henry IV, Rene de Chateaubriand, Thiers Adolphe visited yet ... There are two core habitat, the village and the hamlet of Grand-Vaux. The village is organized around a large square in front of the courtyard of the castle. Three streets that go up, left, the wide rue du Mail, in the center of Castle Avenue that leads to the set, right on High Street. Some streets linking them together, and the Rue de la Martiniere climbs to the hillside to the houses of the hamlet of Grand-Vaux.
  • Land is differentiated into three "lands": arable land belonging to the board a few large farms, particularly the farm of Champagne, situated on the plateau at the edge of Juvisy, vineyards and orchards on the hillside, meadows valleys of the Barley and Yvette: near the Rossays, St. Martin and the marsh Pourdieu. The population, mainly rural, changed little, from about 800 inhabitants in the late 18th century to 1700 before the First World War.
  • The first to awaken the sleeping beauty was Louis Nicolas Davout, Marshal of the Empire, Prince Eckmühl, Duke of Auerstadt and peer of France. He lived in the castle of Savigny in 1802 to 1823 and his family retained ownership until 1870. Marshal has contributed much to the city since it was the mayor and his son and his son. His wife has also done a lot for the community by giving land and ordering the construction of the station. This is also thanks to the running of it as Savigny has started to turn and had everything to become a city. The history of Savigny is thus linked for a century in this illustrious Marshal of the Empire.
  • The transformation of the city:
  • Until 1900, the population does not exceed 1,700 inhabitants. The city then developed in the 30's with the sale of farmland to developers. Was the era of the law Loucheur of homeownership. The city took advantage of the law and the housing shortage in Paris to turn these abandoned agricultural lands after the war of 14/18 and grow. A large part of the Paris region has also built on this pattern. Between 1921 and 1931, the population and multiplied by 6.
  • The second revolution occurred in the 60's, with the construction of the highway and an entrance and exit of Savigny, but especially the construction between 1960 and 1966, housing 1521 of the entire Grand-Vaux. Last major period of evolution of the city, in the late 60s and early 70s, with the return to a suburban housing and construction of neighborhoods and Clair Village Gâtines.
  • A city remained calm and peaceful: The landscape of North-Essonne was thus transformed over time. Formerly located half a day on horseback from Paris, Savigny is now 20 minutes from the capital by means of transport particularly dense. The town is indeed surrounded by the N7 to the east and by the A6 motorway in the West. It has an RER station (line C) and there is talk of a tram-train axis (Massy - Evry) that could emerge in a few years. In addition, the city has the advantage of being 15 minutes from Orly airport while being spared the air pollution.
  • Becoming City, Savigny, however, remained peaceful: The city is famous for its calm. The mission of the municipal police is essentially preventive, it is a police contact, proximity, which provides the inputs and outputs of schools. Prevention is also reflected in "Operation Sandman", which prohibits minors under 13 to move only in the streets of the town of 11:00 p.m. to 6:00 am. In addition, a new national police was recently built.
  • The city also wants to preserve its environment: fourth largest city of the department of Essonne, Savigny committed very early in a deliberate policy of sorting and waste recycling: the collection at the voluntary contribution is introduced in 1979 for glass in 1982 for the paper for the collection of bulky door to door, it was established in 1972. The city was one of the first department to organize the collection of garbage for all of its inhabitants in 1997. Of course, all work is carried out in accordance with the standards of High Environmental Quality (HQE): Sorting and tracking of waste materials, noise control, reinforced insulation envelope (walls and roofs), restating ventilation indoor air room temperature and infiltration of rainwater to the water, waste recovery activity, biological control in greenhouses (measures prophylaxis), water saving, use of recycled materials to make the foundations of roads, use of materials that consume less of energy as the warm mix to minimize impacts on the environment and then optimize stormwater management through the creation of oil separators, pavement and drainage trenches tank ... From 2010, the street lights are being renovated in order to improve quality while reducing energy costs. Other initiatives have been taken to promote the cleanliness of the city: the creation of "Toutounet" (recovery of dog excrement), the establishment of an anti-tag since 1999 (Heritage of public and private street frontages) Clean and service further in 2005, the adoption in 2001 of a regulation restricting the advertising and display (which has eliminated 57% of display advertising on the territory of the municipality).
  • The flowering of the City: On 696 acres that make up the city, there are 35 hectares of public green spaces (including 299,000 m² of parks) and 56 private acres. A park is also under development in the district of Champagne. The town of Savigny has once again received the 2009 Prix d'Honneur County cities of over 30,000 inhabitants Contest County Cities and flowers since 2003, it has a second flower in the regional competition. All the flowers that adorn the town occurred in the municipal greenhouses. To win these awards, including the Town Hall organizes the past 12 years, a contest for gardeners Savigny (3 categories: balconies, gardens and kitchen gardens) which, by emulation, wins more and more successful.
  • Christmas lights: With the winter when the flowers are gone, it's time for Christmas lights. In the second week of December to mid-January, the City Council enlivens the facades of the city. "The city lights up the boulevard Aristide Briand, the administrative district, the place Davout, the marketplace, open spaces that allow technical services to imagine and to provide the beautiful displays", says Eric Mehlhorn, General Counsel Deputy Mayor and the living environment. Of course, as for flowering, the Savinien are invited to participate by decorating their windows and balconies and a competition rewards the most deserving.
